Are you sure you are using OpenPose v1.7.0? I guess you forgot to execute sudo make install in OpenPose. Therefore, the OpenPose inside your /usr directory is an old one.

Please read here and add the following in your CMakeLists.txt file:

MESSAGE(STATUS "OpenPose VERSION: " ${OpenPose_VERSION})

Or you can use the get_openpose_version.sh script as stated in the above hyperlink. Please let me know your findings if you still can't make it work.
