is there a way we can suppress the body poses and only transmit the hand poses over the ROS message

Yes, if you are receiving hand poses (+ other such as body etc.) from OpenPose. You can edit the source code to allow only hand pose over ROS messages. Please read below:

1. Please disable (remove or comment) the following line:

   ros_openpose/scripts/ros_openpose_synchronous.py

   Line 167 in afecab6

   fr.persons[person].bodyParts = [BodyPart() for _ in range(body_part_count)]

2. Please disable (remove or comment) the following block:

   ros_openpose/scripts/ros_openpose_synchronous.py

   Lines 177 to 187 in afecab6

   	# Process the body
   	for bp in range(body_part_count):
   	u, v, s = pose_kp[person, bp]
   	x, y, z = b_XYZ[person, bp]
   	arr = fr.persons[person].bodyParts[bp]
