Proposal: Add a `check` option to verify the local network environment about gptcommit HOT 3 CLOSED

I additionally add a configuration option “ensure_network” to control whether to check network environment every OpenAI API inquire

Thanks for the proposal @iGxnon, I like how you add more configurability to the proxy settings. Ensuring network is an understandable need for users where access is not authorized.

I believe that the problem of access and network checking falls outside of this project and would best be implemented in its own crate to separate concerns.
gptcommit is happy to support proxy configurations as needed, but it should be on the user to ensure the network configuration is working as expected.
