Browser user interface conventions are not specified, as they're product decisions and the spec is agnostic to them.

Really? How is this a browser UI decision? I'm stilling dragging something within the web page. I would agree with you if it is about dragging something outside the bounds of the viewport.

As a developer, I need the user to be able to scroll within the page while dragging. So I have to write JS to get this behavior in all browsers.

This would be useful. We already spec scrollable areas (overflow:scroll), so we could definitely spec scroll-on-drag (but not specifically specify the intertia/speed algorithm which can vary by OS so that it matches with OS conventions).
