It's used in params.pp to set the version to install (3.1.3 on debian, 3.1.3-1 on redhat).
We then derive a base_version (without the -1) and use $base_version to set the package_source on redhat. It's a bit complicated as it's only really that useful on Redhat and is a side effect of the terrible repos. For debian you have to set package_ensure to 3.1.3 and on redhat just version. I'll try to improve this further in the next version of this module.
