Consider distributing binaries differently

Hi,
currently, binaries are distributed as files in the "Binaries" subfolder, but git isn't that great for such things. (For one, those are relatively large files which are now contained in the git history - ie when cloning, they'll be carried along, even obsolete copies.)
Hence, I'd like to request that you look into alternative ways of distributing binaries - for example, GitHub itself has the "Releases" feature.

[Enhancement] Improved tools

Here's what I would like to see added into Wally:

  • Circular and lasso selection tools
  • More variety of filters (Perlin noise, Gaussian blur, hue and saturation adjustments, Voronoi noise, etc.)
  • Alpha channel support
  • Support for multiple layers, along with blend modes and opacity values

[Enhancement] Remove dependency upon Windows registry

Settings should be stored in a text file, either in the application root or in %appdata%\Wally. This would make it easier to edit or reset settings if some fluke causes Wally to crash on startup (I've had that happen recently, but haven't managed to replicate).

[Question] missing .dll for debug version

Not sure if I'm being stupid, but following the readme and placing the WallyD_157.exe in the same directory as Wally.exe results in the program not opening. System error of mfc140d.dll and VCRUNTIME140D.dll are both not found. Reinstalled several times and no dice.
