we have the same problem i.e. in the cmf admin, to see open http://cmf.liip.ch/admin/dashboard and then open the tree at content > static > Homepage
@elHornair do you see any pitfalls in this?
i guess static blocks will treat the name as content for the user to edit, while programmatic blocks either have a fixed name or maybe generate one (like "Top %s Latest News" and render based on the configuration how many news they have to display)

I believe that only block instances require a name, not block services.
You could have a block instance "Top 5 Latest News" and another one "Top 10 Latest News", both using the same block service "Latest News" with a "limit" parameter.
