Setup Code Coverage for SQL Server Integration Tests
Get Build configured and working in AppVeyor

Need to be able to verify it's working with integration tests
Things not dealt with that may need to be one day
- Changing the number of days retention in SQL change tracking (Consideration: what if someone wants to alter it outside of the program, do we want the program resetting it?)
- Turning change tracking off for a table (Consideration: Again what if some other process wants to deal with change tracking on a table, we can't assume we should just turn it off if it's missing..?)
