I decided to make the configuration XML in a custom configuration section to start with because that is what is built into .NET. I would prefer to supply the configuration as JSON but I didn't want to have to come up with a custom way to do that or require an external library at this point in time.
The user of the library can actually supply the config however they like since it's all abstracted out, but the built in way assumes a custom config section in an app.config or web.config
