Modify the species page code to indicate whether tabs have content or not (e.g. by making the tab text gray instead of black), and put some standard text in place soliciting content contributions.

There should be an easy-to-find feedback link at the top or bottom of every page, preferably not in the form of a mailto: link. As a bonus, could include the URL the feedback was sent from in the message, which can be helpful if the user is reporting a bug or if a user's question is confusing.

New replacement tab to be called "Resources". Probably use the four fields that are now in Reference Data (Type, Description, Source, URL). We may need to revisit if other kinds of metadata need to be added, and if it becomes clear that the page needs further segmentation (conceivably, we could have a "Reference Data" section and an "Other Resources" section, but to date, this distinction has been muddy).
