Indeed the tile size in Phaserquest is 32x32, and the tileset accordingly has 32x32 tiles. So if you try using a tileset with 16x16 elements, they will look smaller than the rest! The solution would be to use 32x32 tilesets.

Cool thanks. Just curious was there a technical reason behind this? (and could it handle 16x16 with relatively low code changes)

No special reason, just did it because the tileset was 32x32; If you use a 16x16 tileset, use a 16x16 grid in Tiled, and set the tile width and height in the code to 16, I think it should work!
