The service manual page has been updated since this issue was raised.
Looks like the browserlist rules needed to cover the updated versions would be last 1 version, IE >= 8, Safari >= 9, iOS >= 9.3 now?

Acceptance Criteria
CSS rules have correct Browser Vendor prefixes
VRTs don't highlight any changes in rendering as a result of the change
Frontends don't render differently as a result of the change
