It's because @bencentra assumed that latex isn't horrible at doing cross-document refs; note in the history that everything I compiled worked fine :-)
You have to do a two-pass compile, you can't just run pdflatex on each and be done with it, you need to run it with both and generate the intermediary files with crosslinks, and then run it again to produce correctly linked PDFs.
