Looks like this happens when a section in a different document is referenced. I am not a latex expert, but it looks like we can use the xr package to fix this (source: https://tex.stackexchange.com/questions/14364/cross-referencing-between-different-files). Thoughts?

So we're already referencing the other document Line 21

So maybe we just need to use \usepackage{xr}?

Actually, I missed that \usepackage{xr-hyper} is already in articles.tex. Some people claim that xr-hyper is non optimal and requires double compilation for things to link properly, so this might be our issue since "bylaws.pdf" does not exist during the first compilation. (source: https://tex.stackexchange.com/questions/41539/does-hyperref-work-between-two-files). Using the xr package instead might work.

Seems to be an issue with constitution.csh.rit.edu.
Makefile compiles correctly on my machine, so we need to look into the files being hosted.
