Presumably receive priority over everyone else (current Intro/Active members). When in doubt, let the Eval director decide.
Bylaws 4.E states that active and intro members can have a housing status, and to become on-floor you tell the Eval director and come up for vote.
So technically, yes, Harlan must pay dues to become active to get a vote to get on-floor status. That sounds dumb, so you should ignore it for now and then talk about a real solution at History, the third coming of the Constitution Committee our One True Committee, or whatever. Maybe add a line about "alumni who intend on returning to RIT/floor" or whatever.
We do define what good/bad standing is, in Articles 3.C. In short: If you pass Spring evals then depart floor, you're in good standing. If you don't pass Spring evals you're in bad standing. We also define how alum can just pay dues and become Active, in Articles 3.B. In short: Alumni members are eligible for active membership (passed Intro and their last Spring evals), and become active by paying dues.
