I would expect it to be a separate workflow at .github/workflows/release.yml. The job should only run on a push to master. Something like:

      - master

  build-and-publish:
    runs-on: ubuntu-latest
    steps:
    - uses: actions/checkout@v2
    - name: Set up Python
      uses: actions/setup-python@v1
      with:

      run: python -m build .
    - name: Publish
      uses: pypa/gh-action-pypi-publish@master
      with:
