Support bulk creates/updates/destroy about ash HOT 4 CLOSED

This should be broken up:

1. bulk create
2. bulk destroys
3. atomic updates
4. bulk updates

When we introduce atomics, if an update can't be made atomic we should lock and refetch records about to be updated/destroyed for update. We already have a builtin change for this, so perhaps making it opt-in is fine.

We haven't implemented bulk logic for managed relationships, but that is a separate effort. Additionally, we won't be defaulting to get and lock. This is complete.
