Remove duplication views create common partial views

Currently old partner data for app/services/mystery_matcher.rb uses hash data which is removing all other partners for one user.
For example: Following 2 data become only one old partner data.
user_id: 20, partner_id: 31
user_id: 20, partner_id: 45

When you run it on your local ENV you able to see all user's avatar (images from upload folder). But when you run it with docker-compose pictures are not rendering.

Layout and lot's of CSS is duplicated.

Currently only one admin user created by seed. Which is only works for prototype. But when it's used for actual company not really good way to do it. So, create a new feature that allows for admin user change user permission.

Following test cases needs to be added

1. When all users has a same department.
2. When only single user exist in database.
3. When only suspended users are exist in database.
