If you are using a locale that is not supported it can happen that this script is trying to load a non-existing file. Checking for file existence would be too much time expensive, so we should check for each language per additional switch.

add_filter( 'wpcf7_support_html5_fallback', '__return_true' );in functions.php loads the additional fallback files but enabling the plugin doesn't

get_locale() will return a string and so $ locale will always be set and not empty.
