Error: Job 'nats_stream_forwarder' not found in Template table

I follow your blog named "Deploying CF on HUAWEI Cloud''. Because of not working of command "terraform apply /cf-deployment-tf" in the new method you provided to deploy CF by cf-deployment, I used the old method with cf-release instead. The version of stemcell and the cf-release
are bosh-openstack-kvm-ubuntu-trusty-go_agent/3431.10 and cf-release v270. And the cf-cli is the latest version. However when I ran command: bosh -e bosh/0 -d openstack-cf deploy cf-deployment.yml. It turned out to be "Error: Job 'nats_stream_forwarder' not found in Template table".
What is the wrong ? Could you give me some advice to fix it? Thanks in advance!
