If you make it into a css file you can use something like this:

This can be useful to include it in a jsfiddle for example

When <blink> became invalid,
many of us started using something like
.highlight{ text-decoration: blink; }

A perfect polyfill would care about this too. (But involves JS AFAIS.)

This project doesn't appear to have one.
Obviously permission of use is stated, but it would be nice if this had a actual license, like MIT, or CC0.
