The title describes the issue pretty well, but I take advantage of this opportunity to make a question: are users who take part "out of the competition" used to calculate the rating of the problems?
The question arises because I saw some ~div2E problems solved by more than 300 users that got a rating like 2500, which seems to be a lot. Then I associated it with the fact that some high rated users might not be competing seriously (thus not solving maybe the hardest problem), and therefore, the script could interpret that as if they are not capable of doing so.

Hi, are difficulty A problems based on pattern and maths, difficulty B based on dynamic programming? How difficulty of a program calculates?
