Another fix is to run "yo chromeapp:permissions", this will generate the manifest.json inside app folder. It appears the "yo chromeapp" script somehow skips the permissions step and therefore does not write the manifest.json correctly.

Ok, so it's fixed on master. Npm shows the latest version as 0.2.13, but I checked and the latest commit was from about a month ago. Seems like you fixed it.
