For a generic chat sound there is hud_saytext_sound

It's a standard Half-Life CVar so it doesn't go in that list.

or better just make sounds enabled by default as they always were in regular AG

It's not enabled by default on AG 6.6, there is no chat sound at all. That's why it's disabled by default on OpenAG as well, but YaLTeR added an option to enable it if you wish.
