Genius solution for owners NUMA server motherboards and cheap X79 X99 chipsets

I realized that some maintainers were too lazy to add NUMA support, with OpenXray maintainer required testing by another person, but no one was found, so I made an genious hack by rewriting Windows thread scheduler using DLL hijack for specific running application. This scheduler works with any binary.
