Notifications are faded in Action Center about burnttoast HOT 6 CLOSED

Update to confirm that this issue is still present on Windows 10 v1709.

@jholl016, it's a little bit of leg work (you'd have to run quick MSI install on clients), but I've got a working solution. I imagine I'll have a blog post up in a couple of days and I'll drop a link here.

This was a quick POC to test my theory, so ignore the name and icon, but note that the toast isn't faded.

I also noticed that a "grayed out" notification won't launch any action, while the little toast popping from the right will. (If you let it "escape" to the Action Center and click it from there any action won't be launched on click)
