This seems like some sort of copy of #9832, based on the information at the time it was created, but not reflective of the current spec after all the various cleanups we've done.
It also has some nonsensical suggestions like "use version control".
I suspect it's AI-generated.
I'll close this as spam. If @adx04 wants to explain what they were hoping to accomplish in the closed thread, then perhaps something fruitful will come of it. If further such bizarre, likely-AI-generated contributions come to the issue tracker, then we'll consider other consequences like banning.
(Not that I don't like AI-generated text! The real problem here is quality and sensibility, not the process that generated it.)
