Support the required inputs of folder, optional recursive read, new image name and tag, and optional regex for the tag

Create first functional version

Action should be useable in a gitops repository. Provide it with a folder and it will recursively loop through every manifest file and check for any container images with the same name. It'll then check if the input image tag matches the provided regex, and if it does it will modify the file and save it
