Standardize how the comms packages are used.

Leader election works, but unknown if it works perfectly.

• Read and understand Raft spec for leader election
• Ensure all LE steps are implemented correctly
• Ensure network segmentation is handled correctly

Assumption is that Raft itself will handle faults, so UDP is a perfect protocol.

• Error handling

Pause the timeout handling to emulate extended network failure.

Track the start/stop state.
