[feature #6] 대여 로직 구상

1.유저 한 명이 한 번에 한 대만 빌릴 수 있음
2.유저테이블로부터 유저아이디, 디어 테이블로부터 킥보드아이디, 지역아이디 그리고 대여시작 시간을 log 테이블에 insert
3.킥보드 테이블에서 상태값을 in_use = True로 변경
