Thanks for the awesome code and we learned a lot from your article that you published in the google doc.

There is a discovery issue when both devices are in the background and come in a range.

Here is the scenario

1. When two devices have come in range in the foreground - Working
Device A (Peripheral) - Foreground
Device B (Central) - Foreground
2. When either one of the devices is in the foreground & another device in the background & have come in the range - Working
Device A (Peripheral) - Background
Device B (Central) - Foreground

Device A (Peripheral) - Foreground
Device B (Central) - Background
3. When two devices are in foreground & come in range. But if either one or both device goes background - Working
Initial State :
Device A (Peripheral) or Device B (Central) - Foreground
Later State :
Device A (Peripheral) or Device B (Central) - Background
4. When two devices have come in range in background - NOT WORKING
Device A (Peripheral) - Background
Device B (Central) - Background

I understand there is a limitation in CoreBluetooth when Central and Peripheral are in background. Is there any workaround to fix this issue #4?
