People using voice recognition for input (i.e., Dragon Naturally Speaking) typically want textual confirmation of what they said. This is true not only for dictation, but voice commands as well.
I suggest categorizing this issue as Relevant for XR Captioning because the mechanism for textual confirmation of voice commands probably will make use of the mechanism used for displaying captioning. With Traditional Captioning, these technologies don't really intersect, but with XR these technologies would (I think) need to use the same platform mechanism.
