We agree that this could be written to be easier to understand. But what it is trying to convey is critical to adoption by regulatory agencies – and adoption by regulatory agencies has been shown as critical to widespread adoption in practice. In fact the major impact of the guidelines has been because of their adoption internationally in policy and regulation.
But to make it easier to understand -- we have reformulated it as follows.
4.6 Regulatory Environment
Requirements written to facilitate adoption into law, regulation, or policy, since this has been shown to have major impact on practice. This includes:
- making the need and purpose for the requirement clear
- a clear and objective definition of when requirements are met.
