basscss docset for Dash

Uses python with Beautiful Soup V4 to generate the data from the html files

http://www.basscss.com/ is great and really awesome. I in no way am involve with Basscss and will remove if the author asks.

To help out, create an issue and make a pull request. I'll check it out.

Run the script to populate the .dsidx file. Note that in the .dsidx file, the path column should only have local paths (cannot have paths that have http or / at the start). The general path should be Basscss.html#link)

Sqlitebrowser is helpful for checking the results of the script parsing and generating data.
