Mekanism items have no emc about vcs3 HOT 2 OPEN

I can try taking a stab at this. Looks like we just need to add some configuration to config/ProjectE/customConversions/mekanism.json

As far as pack conventions go, should one assign a value simply by adding up the values of the ingredients, or should a "tax" be included as well?

Just the sum of the components' EMC. Anything that requires a special process (like filling with destabilized redstone or items that are only created on the infusion altar) those typically would not receive an EMC value.

And yes, the customConversions route works for Mekanism. Unfortunately we can't just assign a value in-game like most other items.
