No env.yml file was found (I made a typo) - Serverless issues warnings but the build still succeeds. Do we want to capture this instead?

• the API gateway CRC token query parameter is missing from the API
• the authentication tokens for the webhook API are borked because they're still tied to the @petabencana trial account. Needs to be moved to other accounts for India/US

implement promises instead of callbacks
