By allowing submission of cards from outside our implementing areas, the bot doesn't know which map to direct the user too after submission of card. This results in a broken URL with the work "undefined" instead of city.

This is part of a wider petabencana.id issue of restricting card submission by location (see urbanriskmap/riskmap#122)

Hi @talltom @matthewberryman ! We are in the office and tried to report through telegram by sending messages to @BencanaBot, so cool! There were some issues about the location card:

• I got the link from the Bot and once I opened the card, it shows "Pick Location" but the maps could not loaded inside the Telegram browser, but it works with Safari, and directly shows my current location and the pin can be moved. FYI I am using iPhone 5.

• @fadmastuti used Android phone, did not experience the same issue, she could open it inside directly. However she did not turn on their location at all but it detects her location as here, which is about 1 km away from our office:

Not all of phone user aware of where are they at on the map. Therefore, the map card needs to be able to read their latest phone location and drive them automatically into nearest location.
As people usually forgot to turn on the phone geolocation, we need to remind them before driving them into nearer location.

• expected behavior: a message from the bot confirming receipt of report and a link to it on the map.
• current behavior: nothing.

Bot currently replies with links to dev.petabencana.id.
