Use `for_each` instead of `count` for nodes

It might be wise to use for_each instead of count. This gives us a higher level of control.

When we want to remove a node we can select which one explicitly.

Right now we have protection against removing database-leader node. So we're safe, however if we wish to scale down by selecting non database-leader we should be able to do so.

Scaling is still easy

for example imagine

nodes = ["01", "02", "03", "04", "05"] 
nodes = ["01" , "03", "04", "05"]

# suppose this returns error
nodes = ["01", "02", "04", "05"]

# We can do this instead

and while choosing to delete we found out that 02 was the database leader, we can select to remove 03 instead.
