Be able to read an additional file in the JSON log file format (see #10 ) which tells the program which processes to skip because they are already complete.

When running without a keyword passed as an argument, the script correctly handles creation of the query and downloading of speeches, but will not create the speech-index CSV file, because it takes the 'query' variable which is derived from this argument as the basis for the filename.

For now a workaround is to pass " " as a query argument, which will result in a _.csv file, but this should be fixed in the future if the script continues to be of use.
