The package should support serialization of the configuration (something like WriteConfigFile, matching ReadConfigFile).

Is it possible to retrieve the value of the environment variable only if set while using a default value if not ?

my_var: ${FOO:-bar}

In the above example, my_var would have the value in FOO if that variable is present or simply not empty, and bar default value if not.

a bzr executable on a box is not acceptable prerequisite for a library.

This function will be used to read configuration from a file, and watch changes to that file, updating the configuration whenever the file change.

This will allow to change configuration files without restarting servers that use this package.
