Hello,

The aws_s3_bucket_public_access_block resource fails to be created (Access Denied status code: 403) if public access to S3 buckets is already blocked at account level.

In AWS Console:

You may want to make that resource's creation conditional via an input variable.

For a greenfield AWS account where nothing has been setup yet, there is no logging bucket configured yet. This means in order to use this code you have to comment out the logging config from the s3 resource.

The problem has been fixed in terraform-aws-s3-private-bucket version 3.6.0. Please refer to: trussworks/terraform-aws-s3-private-bucket#252

Is it possible to propagate the new variable enable_s3_public_access_block to the present module (terraform-aws-bootstrap) as well?
