support a semver-like version that orders master and feature branches, as well as newer versions

pip by default does not consider pre-release versions by default. This results in systems that attempt to pick up newer versions ignoring versions in vcver, as all versions outside of the release tag itself contain a ".dev" flag.

We can construct a new version string that acts like semver, albeit violating it's rules:

  • master branch: {tag}.{commit_count}+{branch}.{commit_sha}
  • feature branch: 0.0.{commit_count}+{branch}.{commit_sha}

This enables newer builds of the master branch to be consumed, even if there is no new tag revision. feature branches will always be low, due to being 0.0.

Since this versioning scheme violates semver, we should maybe provide a preset to configure it and indicate this is not exactly semver. I'm thinking "semver-like" or "impersonate-semver" to denote it's explicit intention is to trick semver-based ordering systems to order vcver versioned packages.
