Switch from packer.nvim to lazy.nvim

• packer.nvim is unmaintained since August 2023

Currently nvim-lastplace works, but may break on future Neovim releases.

  The setup function is now under ibl instead of indent_blankline.

  The configuration from version 2 is not compatible with version 3. Most of the options have changed, please read :help ibl.config.

The development branch for v3.x has been created (and is basically done). I'm thinking on making v3.x the default branch on September 20.
