Fix "illegal byte sequence" issue

Not sure what caused this... I'll test it out with different text there later. This is on Big Sur on an m1 mac, in case that matters.

Add GitHub actions

I have the freaking badge in the readme and it assumes you have tests and Tlint and PHPCS but there's no GitHub actions included by default! C'mon man!

Update readme to use passed-in description

The readme currently leaves "Short description here, and maybe small justification of why it's valuable." when it should use the description the user passed in in setup.sh.
