Code as it is now stands doesn't remove previous so will have to save previous as $START_Y as $Y changes and that was the original previous:

CURRENT=$(date +"%Y")
START_Y=$(($CURRENT - 10))
END_Y=$(($CURRENT + 10))
Y=START_Y

Regardless, need to address the fact that it's still hardcoded to specific dates so possibly save them all to folder to be deleted.

I don't exactly understand what's happening here

Original hardcoded values to create a range of years with {1999..2018}.

for Y in {1999..2018}
do
  mkdir $Y
  cd $Y
  ...
done

Rather annoying to have to reset those values each time so used date +"%Y" to retrieve present year and store in $CURRENT and then use that to set $START_Y and $END_Y. But brace expansion {..} proved problematic when trying to access variables as it doesn't work.

while loop not incrementing with Y++ or $Y++

while ((Y<=END_Y))
do
  mkdir $Y
  cd $Y
  ...
  $Y++
done
