使用gitlab-ce API进行私有仓库数据迁移，从9.5.4迁至12.4.2。因版本不同，无法使用gitlab-rake工具进行backup/restore。
src/config.py:
SOURCE: 老版本GitLab地址(端口80)与访问令牌
TARGET: 新版本GitLab(test/prod)地址与访问令牌
