Some federal races occur in odd-numbered years - these are special elections to fill vacancies. We could generate a list of them and then adjust the report_type_score based on the date of the election, or we could ignore contributions made in special elections.

Should we give users the ability to use their own naming conventions?

To help identify anomalous donors/recipients. Suggested by Sarah Bryner.

The field is_super_pac isn't original to fec_committees; I added it. We should rework the initial_setup() function so that it gets the IDs from the superPACs.csv file and not from fec_committees.

I thought about using the name Affinity, but there's a PyPy library with that name (albeit from 2006). I'd like to keep that basic idea, though, and short. Thoughts?
