Help me understand this bit of code

Hello mate!

First let me thank you for implementing this track changes POC, it made my life 100x easier. I am really new to prosemirror and I am still battling the basics. I've just come around to understand the ReplaceStep and ReplaceAroundStep and I am currently trying to understand your code in order to expand this feature.

I am stuck here trying to figure out why you didn't implement this part. There is probably a non trivial reason, otherwise you would combine it with the previous step.

Why is this a special case?

What would I need to do / understand to finish up this part of code?
