Update LocationController based on new refactor/finalized JSONs.
The LocationController needs some updates to accommodate all the finalized JSONs and the refactor. Update based on the docs created.
Complete JSON request and response builder based on refactor.
With the recent refactor, the JSON request and response builders need updates so we can actually accept requests and send responses.
Write tests for Service, Utils, and Controller.
Needs tests in Spock!
Connect DB, create tables, practice putting data in and taking it out.
Do all your basic DB setup!
Create JSONs for LocationRequests and the Response.

Update domain/repo structures to make Towns their own object.
Currently Towns are a part of "Locations". Change the "Locations" object to be only for businesses and in general, locations that require a full address. Make Towns its own object, maybe calling it "municipalities", which would include cities, towns, and counties, that only need a city and state.
