Needs to be revamped to new tagging system

Need to completely revamp Database::prepare and Database::execute, at a minimum

Detailed description of the problem

When entering a tag that already exists, the tag should not be duplicated in photo_tags table. (Correctly detected as already existing in tags table).

Steps to reproduce the issue

In album mode (right click->Tag) Add a given tag to a test image. Close and refresh, open tag dialog again, and hit "set" without changing anything. Tag now appears twice.

Currently uses the current microtime, zero-padded right, to generate IDs (primary keys). This has the potential to eventually try to assign duplicate values.

Tags currently stored as a csv list in photos table in mixed case.

Reimplement tag storage as ID<-M:M->tag relationship

Store tags in single case, allow multi-word tags

Create import script to read csv tags into new table

Have "tag all" tags stored additively rather than overwriting

Currently, "Album" is stored as a single-value field in the photo data row.

Re-implement as a PhotoID<-M:M->AlbumID relation

"/uploads/" and children currently hardcoded in define.php

Modify to allow the location to be changed and to allow storage outside of the webroot (via an image inliner)

Sidebar info pane shows tags stored int the photos table, if any. Not pulling tags from the photo/tags relation.
